Guillotine blades are two symmetrical heavy blades that fit into either a foot peddled or pneumatic guillotine.
They are very expensive items, so most framers that have a guillotine, only have a few sets. One to have on the machine itself, and a couple of spares that are free to be sharpened ready for when the used set become gapped or blunt.
